　　Forest Resource Asset Assessment Procedure

　　(一)評估委托

　　（1） Evaluation commission

　　評估委托應提交委托書、有效的森林資源資產清單和其他有關材料。

　　The evaluation commission should submit a power of attorney, a valid list of forest resource assets, and other relevant materials.

　　1、評估委托書的內容包括:評估目的、評估對象與范圍、評估基準日、評估時間、評估要求等。

　　1. The contents of the evaluation commission include: evaluation purpose, evaluation object and scope, evaluation reference date, evaluation time, evaluation requirements, etc.

　　2、有效的森林資源資產清單,森林資源資產清單，是森林資源資產占有單位發生森林資源資產產權變動或其他情形需要進行資產評估時，按規定向受委托的資產評估機構提出的需要評估的全部森林資源資產的數量、質量和分布情況的詳細材料。除古樹名木、珍貴的單株木以外，森林資源資產清單一般以小班為單位編制。

　　2. An effective forest resource asset inventory, also known as a forest resource asset inventory, is a detailed document submitted by the forest resource asset owner to the commissioned asset evaluation agency in accordance with regulations, detailing the quantity, quality, and distribution of all forest resource assets that need to be evaluated when there is a change in forest resource asset ownership or other circumstances that require asset evaluation. Except for ancient and precious trees, the inventory of forest resource assets is generally compiled on a small scale.

　　森林資源資產林權證書；

　　Forest resource asset forest ownership certificate;

　　林業基本圖、林相圖、作業設計調查圖；

　　Forestry basic map, forest phase map, and homework design survey map;

　　作業調查每木檢尺記錄；

　　Conduct homework investigation and record each wooden ruler;

　　有特殊經濟價值的林木種類、數量和質量材料；

　　Types, quantities, and quality materials of trees with special economic value;

　　當地森林培育、森林采伐和基本建設等方面的技術經濟指標；

　　Technical and economic indicators related to local forest cultivation, forest logging, and infrastructure construction;

　　林木培育的賬面歷史成本資料；

　　Historical cost data of forest cultivation on paper;

　　有關的小班登記表復印件；

　　Copy of the relevant small class registration form;

　　按照評估目的必須提交的其他材料，如森林景觀資產資料等。

　　Other materials that must be submitted according to the evaluation purpose, such as forest landscape asset information, etc.

　　評估機構要對委托方所提供的森林資源資產清單的編制依據、資料的完整性和時效性進行核驗，核驗合格后方可接受委托，并與委托方簽署森林資源資產評估業務委托協議。

　　The evaluation agency shall verify the compilation basis, completeness, and timeliness of the forest resource asset inventory provided by the client. Only after passing the verification can the agency accept the commission and sign a forest resource asset evaluation business commission agreement with the client.

　　(二)資產核查

　　（2） Asset verification

　　資產評估機構受理委托后，應對委托方提交的資產清單進行核查，核查符合要求方可進行評估。

　　After accepting the commission, the asset appraisal institution shall verify the asset list submitted by the commissioning party, and the appraisal can only be conducted if the verification meets the requirements.

　　(三)資料搜集

　　（3） Data collection

　　在進行評定估算前，森林資源資產評估機構必須搜集掌握當地有關的技術經濟指標資料，主要有：

　　Before conducting evaluation and estimation, forest resource asset assessment institutions must collect and master relevant technical and economic indicators in the local area, mainly including:

　　1、營林生產技術標準、定額及有關成本費用資料。

　　1. Technical standards, quotas, and related cost and expense information for forest production.

　　2、木材生產、銷售等定額及有關成本費用資料。

　　2. Quota and related cost information for wood production, sales, etc.

　　3、評估基準日各種規格的木材、林副產品市場價格，及其銷售過程中稅、費征收標準。

　　3. Evaluate the market prices of various specifications of wood and forest by-products on the benchmark date, as well as the tax and fee collection standards during the sales process.

　　4、當地及附近地區的林地使用權出讓、轉讓和出租的價格資料。

　　4. Price information for the transfer, assignment, and rental of forest land use rights in the local and nearby areas.

　　5、當地及附近地區的林業生產投資收益。

　　5. The investment income from forestry production in the local and nearby areas.

　　6、各樹種的生長過程表、生長模型、收獲預測等資料。

　　6. Data on the growth process table, growth model, and harvest prediction of various tree species.

　　7、使用的立木材積表、原木材積表、材積出材率表、立地指數表等測樹經營數表資料。

　　7. The data from tree management tables such as standing timber volume table, log volume table, timber yield table, and site index table used for measurement.

　　(四)評定估算

　　（4） Evaluation and estimation

　　有關資料符合條件，評估機構對委托單位要求評估的森林資源資產進行評定和估算。

　　The relevant information meets the conditions, and the evaluation agency evaluates and estimates the forest resource assets requested by the commissioning unit for evaluation.

　　核查內容：一切影響森林資源價值評價的因子（權屬、樹種組成、林齡、平均胸徑、 平均樹高、立木蓄積、材種出材率、株數、經濟林類單位面積產量等）。

　　Verification content: All factors that affect the evaluation of forest resource value (ownership, tree species composition, forest age, average diameter at breast height, average tree height, standing timber volume, timber yield, number of trees, unit area yield of economic forests, etc.).

　　核査方法：《森林資源資產評估技術規范（試行）》規定，森林資源資產的核查方法可以有抽樣控制法、小班抽查法和全面核查法之區別，評估機構可按照評估目的，評估種類，具體評估對象的特點和委托方的要求選擇使用。

　　Verification method: According to the Technical Specifications for Forest Resource Asset Evaluation (Trial), the verification methods for forest resource assets can be distinguished from sampling control method, small group sampling method, and comprehensive verification method. Evaluation institutions can choose to use them according to the evaluation purpose, evaluation type, specific characteristics of the evaluation object, and the requirements of the client.

　　(五)提交評估報告書

　　（5） Submit evaluation report

　　資產評估機構對評定估算結果進行分析確定,撰寫評估說明，匯集資產評估工作底稿，形成森林資產評估報告書，并提交給委托方。

　　The asset appraisal agency analyzes and determines the evaluation and estimation results, writes an appraisal explanation, collects asset appraisal working papers, forms a forest asset appraisal report, and submits it to the client.

　　(六)驗證確認

　　（6） Verify and confirm

　　委托單位收到評估機構資產評估結果報告后,應報委托單位行政主管部門審查。國有森林資源資產評估結果經林業行政主管部門審查同意后，報同級國有資產管理行政主管部門驗證確認。

　　After receiving the asset appraisal report from the appraisal institution, the commissioning unit shall report it to the administrative department in charge of the commissioning unit for review. After the evaluation results of state-owned forest resource assets are reviewed and approved by the forestry administrative department, they shall be submitted to the same level state-owned asset management administrative department for verification and confirmation.

　　(七)建立項目檔案

　　（7） Establish project archives

　　評估工作結束后，評估機構應及時將有關文件及資料分類匯總，登記造冊，建立項目檔案，按國家有關規定和評估機構檔案管理制度進行管理。
