森林資源資產(chǎn)評(píng)估程序

　　Forest Resource Asset Assessment Procedure

　　(一)評(píng)估委托

　　（1） Evaluation commission

　　評(píng)估委托應(yīng)提交委托書(shū)、有效的森林資源資產(chǎn)清單和其他有關(guān)材料。

　　The evaluation commission should submit a power of attorney, a valid list of forest resource assets, and other relevant materials.

　　1、評(píng)估委托書(shū)的內(nèi)容包括:評(píng)估目的、評(píng)估對(duì)象與范圍、評(píng)估基準(zhǔn)日、評(píng)估時(shí)間、評(píng)估要求等。

　　1. The contents of the evaluation commission include: evaluation purpose, evaluation object and scope, evaluation reference date, evaluation time, evaluation requirements, etc.

　　2、有效的森林資源資產(chǎn)清單,森林資源資產(chǎn)清單，是森林資源資產(chǎn)占有單位發(fā)生森林資源資產(chǎn)產(chǎn)權(quán)變動(dòng)或其他情形需要進(jìn)行資產(chǎn)評(píng)估時(shí)，按規(guī)定向受委托的資產(chǎn)評(píng)估機(jī)構(gòu)提出的需要評(píng)估的全部森林資源資產(chǎn)的數(shù)量、質(zhì)量和分布情況的詳細(xì)材料。除古樹(shù)名木、珍貴的單株木以外，森林資源資產(chǎn)清單一般以小班為單位編制。

　　2. An effective forest resource asset inventory, also known as a forest resource asset inventory, is a detailed document submitted by the forest resource asset owner to the commissioned asset evaluation agency in accordance with regulations, detailing the quantity, quality, and distribution of all forest resource assets that need to be evaluated when there is a change in forest resource asset ownership or other circumstances that require asset evaluation. Except for ancient and precious trees, the inventory of forest resource assets is generally compiled on a small scale.

　　森林資源資產(chǎn)林權(quán)證書(shū)；

　　作業(yè)調(diào)查每木檢尺記錄；

　　Conduct homework investigation and record each wooden ruler;

　　有特殊經(jīng)濟(jì)價(jià)值的林木種類、數(shù)量和質(zhì)量材料；

　　Types, quantities, and quality materials of trees with special economic value;

　　當(dāng)?shù)厣峙嘤⑸植煞ズ突窘ㄔO(shè)等方面的技術(shù)經(jīng)濟(jì)指標(biāo)；

　　Technical and economic indicators related to local forest cultivation, forest logging, and infrastructure construction;

　　林木培育的賬面歷史成本資料；

　　Historical cost data of forest cultivation on paper;

　　有關(guān)的小班登記表復(fù)印件；

　　Copy of the relevant small class registration form;

　　按照評(píng)估目的必須提交的其他材料，如森林景觀資產(chǎn)資料等。

　　Other materials that must be submitted according to the evaluation purpose, such as forest landscape asset information, etc.

　　評(píng)估機(jī)構(gòu)要對(duì)委托方所提供的森林資源資產(chǎn)清單的編制依據(jù)、資料的完整性和時(shí)效性進(jìn)行核驗(yàn)，核驗(yàn)合格后方可接受委托，并與委托方簽署森林資源資產(chǎn)評(píng)估業(yè)務(wù)委托協(xié)議。

　　The evaluation agency shall verify the compilation basis, completeness, and timeliness of the forest resource asset inventory provided by the client. Only after passing the verification can the agency accept the commission and sign a forest resource asset evaluation business commission agreement with the client.

　　(二)資產(chǎn)核查

　　（2） Asset verification

　　資產(chǎn)評(píng)估機(jī)構(gòu)受理委托后，應(yīng)對(duì)委托方提交的資產(chǎn)清單進(jìn)行核查，核查符合要求方可進(jìn)行評(píng)估。

　　After accepting the commission, the asset appraisal institution shall verify the asset list submitted by the commissioning party, and the appraisal can only be conducted if the verification meets the requirements.

　　(三)資料搜集

　　（3） Data collection

　　在進(jìn)行評(píng)定估算前，森林資源資產(chǎn)評(píng)估機(jī)構(gòu)必須搜集掌握當(dāng)?shù)赜嘘P(guān)的技術(shù)經(jīng)濟(jì)指標(biāo)資料，主要有：

　　Before conducting evaluation and estimation, forest resource asset assessment institutions must collect and master relevant technical and economic indicators in the local area, mainly including:

　　1、營(yíng)林生產(chǎn)技術(shù)標(biāo)準(zhǔn)、定額及有關(guān)成本費(fèi)用資料。

　　1. Technical standards, quotas, and related cost and expense information for forest production.

　　2、木材生產(chǎn)、銷售等定額及有關(guān)成本費(fèi)用資料。

　　2. Quota and related cost information for wood production, sales, etc.

　　3、評(píng)估基準(zhǔn)日各種規(guī)格的木材、林副產(chǎn)品市場(chǎng)價(jià)格，及其銷售過(guò)程中稅、費(fèi)征收標(biāo)準(zhǔn)。

　　3. Evaluate the market prices of various specifications of wood and forest by-products on the benchmark date, as well as the tax and fee collection standards during the sales process.

　　4、當(dāng)?shù)丶案浇貐^(qū)的林地使用權(quán)出讓、轉(zhuǎn)讓和出租的價(jià)格資料。

　　4. Price information for the transfer, assignment, and rental of forest land use rights in the local and nearby areas.

　　5、當(dāng)?shù)丶案浇貐^(qū)的林業(yè)生產(chǎn)投資收益。

　　5. The investment income from forestry production in the local and nearby areas.

　　6、各樹(shù)種的生長(zhǎng)過(guò)程表、生長(zhǎng)模型、收獲預(yù)測(cè)等資料。

　　6. Data on the growth process table, growth model, and harvest prediction of various tree species.

　　7、使用的立木材積表、原木材積表、材積出材率表、立地指數(shù)表等測(cè)樹(shù)經(jīng)營(yíng)數(shù)表資料。

　　7. The data from tree management tables such as standing timber volume table, log volume table, timber yield table, and site index table used for measurement.

　　(四)評(píng)定估算

　　（4） Evaluation and estimation

　　有關(guān)資料符合條件，評(píng)估機(jī)構(gòu)對(duì)委托單位要求評(píng)估的森林資源資產(chǎn)進(jìn)行評(píng)定和估算。

　　The relevant information meets the conditions, and the evaluation agency evaluates and estimates the forest resource assets requested by the commissioning unit for evaluation.

　　核查內(nèi)容：一切影響森林資源價(jià)值評(píng)價(jià)的因子（權(quán)屬、樹(shù)種組成、林齡、平均胸徑、 平均樹(shù)高、立木蓄積、材種出材率、株數(shù)、經(jīng)濟(jì)林類單位面積產(chǎn)量等）。

　　Verification content: All factors that affect the evaluation of forest resource value (ownership, tree species composition, forest age, average diameter at breast height, average tree height, standing timber volume, timber yield, number of trees, unit area yield of economic forests, etc.).

　　核査方法：《森林資源資產(chǎn)評(píng)估技術(shù)規(guī)范（試行）》規(guī)定，森林資源資產(chǎn)的核查方法可以有抽樣控制法、小班抽查法和全面核查法之區(qū)別，評(píng)估機(jī)構(gòu)可按照評(píng)估目的，評(píng)估種類，具體評(píng)估對(duì)象的特點(diǎn)和委托方的要求選擇使用。

　　Verification method: According to the Technical Specifications for Forest Resource Asset Evaluation (Trial), the verification methods for forest resource assets can be distinguished from sampling control method, small group sampling method, and comprehensive verification method. Evaluation institutions can choose to use them according to the evaluation purpose, evaluation type, specific characteristics of the evaluation object, and the requirements of the client.

　　(五)提交評(píng)估報(bào)告書(shū)

　　（5） Submit evaluation report

　　資產(chǎn)評(píng)估機(jī)構(gòu)對(duì)評(píng)定估算結(jié)果進(jìn)行分析確定,撰寫(xiě)評(píng)估說(shuō)明，匯集資產(chǎn)評(píng)估工作底稿，形成森林資產(chǎn)評(píng)估報(bào)告書(shū)，并提交給委托方。

　　The asset appraisal agency analyzes and determines the evaluation and estimation results, writes an appraisal explanation, collects asset appraisal working papers, forms a forest asset appraisal report, and submits it to the client.

　　(六)驗(yàn)證確認(rèn)

　　（6） Verify and confirm

　　委托單位收到評(píng)估機(jī)構(gòu)資產(chǎn)評(píng)估結(jié)果報(bào)告后,應(yīng)報(bào)委托單位行政主管部門(mén)審查。國(guó)有森林資源資產(chǎn)評(píng)估結(jié)果經(jīng)林業(yè)行政主管部門(mén)審查同意后，報(bào)同級(jí)國(guó)有資產(chǎn)管理行政主管部門(mén)驗(yàn)證確認(rèn)。

　　After receiving the asset appraisal report from the appraisal institution, the commissioning unit shall report it to the administrative department in charge of the commissioning unit for review. After the evaluation results of state-owned forest resource assets are reviewed and approved by the forestry administrative department, they shall be submitted to the same level state-owned asset management administrative department for verification and confirmation.

　　(七)建立項(xiàng)目檔案

　　（7） Establish project archives

　　評(píng)估工作結(jié)束后，評(píng)估機(jī)構(gòu)應(yīng)及時(shí)將有關(guān)文件及資料分類匯總，登記造冊(cè)，建立項(xiàng)目檔案，按國(guó)家有關(guān)規(guī)定和評(píng)估機(jī)構(gòu)檔案管理制度進(jìn)行管理。

　　After the evaluation work is completed, the evaluation agency should promptly classify and summarize relevant documents and materials, register and record them, establish project archives, and manage them in accordance with relevant national regulations and the evaluation agency's archive management system.
